Mr. Liburd was born on 5th June 1941 to Mr. Donald Liburd and Mrs. Franselca Rawlins Liburd. After his early education, he entered the Public Service on 1st January 1959 as a Teacher in Education Department and progressed to Acting Headmaster. He served as the New River School, at Prospect and then in 1980 he was promoted to the ministry of Nevis Affairs as an Assistant Secretary with responsibility for all projects falling under the Ministry of Communications, works and Public Utilities and in 1983 was transferred on promotion as Senior Administrative Secretary in the Ministry of Agriculture, Lands, Housing, Labour and Tourism and effective 1st January, 1985 he as appointed on promotion to the post of Permanent Secretary in the said Ministry.
Mr. Liburd served in the field of Education at the Ministry, then at the Ministry of Agriculture for 39 years and 3 months collectively. His service at all times was exemplary.
Mr. Liburd is a staunch member of the Gingerland Methodist Church Nevis and sings tenor in the church’s Senior Choir and is President since 1994 of the Nevis Community Choral Club.
Mr. ELMO WESLEY LIBURD is therefore presented with the Medal of Honor for Outstanding and Meritorious service.
